If you already have a Creative Cloud for teams membership
Creative Cloud for teams administrators can purchase Adobe Stock plans via the Admin Console.
To purchase Adobe Stock plans, click Add Licenses and select the appropriate license subscription plan.
Once purchased, the Adobe Stock subscription must be assigned to a user for activation. Adobe Stock can be assigned to a team delegate or an admin user, with all team members having access to the pooled image licenses. Teams have pooled licensing, so all team members will have access to an added subscription regardless of which delegate is shown as the assigned user.
If you are setting up a new Creative Cloud for teams plan
You can select Creative Cloud All Apps + Adobe Stock (ten images per month) plan, 10 images a month plan, or 750 images a month plan from the Business tab of the Plans page.
Creative Cloud All Apps + Adobe Stock plan works best when adding a new team member needing All Apps and at the same time adding 10 images a month from Adobe Stock for the team. All team members benefit from pooled licensing and the unused images rollover up to 120 images.
If you have a Creative Cloud for enterprise membership
Your system administrator can add Adobe Stock for enterprise licenses from the Adobe Admin Console.
Although there are several related benefits to having a Creative Cloud + Adobe Stock plan, stand-alone Stock plans are available for purchase. You just need an Adobe ID, which you can create anytime to secure and personalize your account.

Your membership charges may have increased when your membership renewed at the standard rate after a promo pricing period was over.
Sometimes multiple charges may occur if Adobe was unable to bill you previously, and you had an outstanding balance.
Adobe recently implemented a new system that determines tax at a more accurate level based on your shipping address. You have likely been assessed additional local taxes where your local taxes could not be fully determined previously.
