Anyone with InDesign or later can use Adobe Digital Publishing Suite (DPS) to create and preview content on mobile devices. However, in order to create apps, you need a DPS or Adobe Experience Manager Mobile (AEM Mobile) license.
With a license, you are entitled to build apps using both Adobe Digital Publishing Suite and Experience Manager Mobile (previously referred to as Adobe Digital Publishing Solution).

Digital Publishing Suite overview
The Adobe Digital Publishing Suite is a set of tools and hosted services that lets publishers create and distribute publications on tablet devices such as the Apple iPad. These digital publications are called folios.
The Folio Builder and Overlays panels let you create digital publications for tablet devices.
To access the panels:
Overlays panel
Choose Window > Overlays (works for both AEM Mobile and DPS articles).
Folio Builder
Choose Window > Folio Builder (DPS only; available only in InDesign or CC 2014, not InDesign CC 2015 or later).
