Close the Creative Cloud desktop app.
Open File Explorer and enter C:\Users\[Username]\AppData\Local\Adobe in the address bar., and then press Enter.
In the Adobe folder, right-click the OOBE and AAMUpdater folders and select Delete.

Launch the Creative Cloud desktop app again.
If the error persists, restart your computer and open the Creative Cloud desktop app again.
