Error 199 causes launch failure

Error 199 indicates that the application can't launch automatically, often due to leftover files or configuration issues from a previous installation. This error primarily occurs in Photoshop Elements and Premiere Elements.

Solution

Follow these steps to resolve the error:

  1. Select the Start menu icon, then go to Settings > System > Apps > Installed apps.

  2. Select the app you want to uninstall, then select Uninstall.

  3. Make sure that the folder C:\Program Files\Adobe doesn't contain any files or folders for the app. 

  4. Go to C:\Program Files (x86)\Common Files\Adobe.

  5. Rename Adobe Desktop Common to Adobe Desktop Common.old.

  6. Install the app again.

Tip

You can also uninstall the older version of the app, then install the latest version.
