Sideloading isn't enabled in Windows
Enabling sideloading in Windows allows you to install apps from other sources that you trust.
On the For developers page, activate Developer Mode.
Try to install the app from the Creative Cloud desktop app.
App installation settings aren’t enabled on your device
To enable app installation settings through the Group Policy Editor, follow these steps:
In Windows search, type in gpedit.msc and then press Enter.
In the Local Group Policy Editor window, navigate to Computer Configuration > Administrative Templates > Windows Components > App Package Deployment.
Go to the right pane and double-click Allow all trusted apps to install.
Select Enabled, and then choose OK.
Open the Creative Cloud desktop app and install the app again.
Windows registry may not have Trusted Apps enabled
In Windows search, type in regedit.
In the Registry Editor window, copy and paste HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\Appx in the search bar, and select File > Export.
In the Export Registry File window, select the location for saving the backup copy, and then type a name for the backup file in the File name field.
Select Save to create the backup copy of your registry file.
If something goes wrong, you can restore the registry using the backup copy.
Navigate to AllowAllTrustedApps and change its value to 1.
Install the Creative Cloud app again.
