Protected mode is turned on

Open Acrobat.

Select Menu > Preferences.

Uncheck Enable Protected Mode at startup under Sandbox Protections.

Confirm the prompt and select OK.

Corrupted application files

Uninstall Acrobat and the Creative Cloud desktop app using the Adobe Cleaner Tool.
