Try these solutions when the splash screen is missing on the launch of Adobe Premiere Pro.
Check if any app instance is running in background
Check if any instance of the app is running in the background. If so, force quit it using Activity Monitor (macOS) or Task Manager (Windows).
Resetting preferences
If Premiere Pro does not launch, try resetting preferences to fix this issue.
Clearing media cache
You can also try clearing the media cache to fix the issue.
